TGC Commemorates Fallen Journalists

Turkey's Journalists' Associatrion commemorates 62 journalists who were killed for their thoughts and work since 1909. Most of those took place in the last 30 years. We call on the government to secure journalists' right to life, TGC chair Erinç said.

BIA- Turkey's Journalists' Association (TGC) commemorated all Turkish journalists murdered since the first incident in 1909 with an exhibition at the Press Museum.

Hasan Fehmi, chief correspondent of the Serbesti newspaper was the first journalist killed in Turkey's short press history.

Since then 62 journalists have been murdered, most of them in the last 30 years.

Reminding the last incident, killing of the Turkish-Armenian journalist Hrant Dink on January 19 this year, TGC chair Orhan Erinç urged the authorities to investigate and bring into light not only the gunman but those who solicited the murder.

Before Dink, it was Ahmet Taner Kışlalı, Cumhuriyet daily columnist who was killed in 2000.

"In some of those murders not even the proprietors were caught. Politicians prefered to procrastinate the incidents", Erinç said.

"And today we're going through a period when journalists are under threat for wahet they write and say. We call on the government to secure journalists rights to life and provide the basic conditions for them to fulfill their work as intended" he added.

For such, all obstacles facing the implementation of freedom of expression should be lifted, including recent legislation changes, he said.(EÖ/EÜ)

Journalists Suffer From Generals' Coup Plans

Bakirköy Public Prosecutor's Office launches an investigation into retired Gen. Örnek's diaries which state a coup was planned by army high command in 2004 but not into the allegations, rather to weekly Nokta magazine which disclosed the diaries.

BIA- Bakırköy Public Prosecutor's Office launches an investigation into the diaries of retired General Özden Örnek, which states that army high command has planned and discussed military coup plans, which didn't realize.

But the investigation doesn't cover the military coup plans; rather the
prosecution will interrogate the weekly Nokta magazine, which revealed the diaries in question.

Nokta chief editor Alper Görmüş said, following PM Erdoğan's call to public prosecutors to investigate the allegations, they received a notice.

They will be tried with "disinclining the public from military duty" and
"promoting unrest among army members". Görmüş will be interrogated today regarding the allegations.

Such are quoted in the Turkish Penal Code, articles 318 and 319.

Nokta's lawyers disclosed that the investigation has been launched
following Gen. Örnek's complaints. He claims that the published diaries are fake and he never kept any diaries at all.

Görmüş criticized the investigation saying it's the revealed military coup plans that should be investigated.

"Unless the judiciary investigates those allegations, one would think that certain crimes are exempt from punishment", he added.(EÖ/EÜ)

Draft Legislation on Cyber Crimes Approved

A parliamentary commission approved a draft proposal which would regulate the crimes in cyberspace. The proposal foresees bans on websites which "promote the division of the state" or "insult Ataturk", founder of the modern Turkish Republic.

BIA- A parliamentary commission approved a proposal Thursday allowing Turkey to block web sites that are deemed insulting to the founder of modern Turkey, weeks after a Turkish court temporarily barred access to YouTube.

The proposal is aimed at regulating the cyberspace, as no specific
legislation has been yet passed on the subject.

Recent incidents of child porn and allegations of "anti-state propaganda" on the web brought the issue into public agenda.

Parliament plans to vote on the proposal, though a date was not announced.

On Thursday, lawmakers in the commission also debated whether the proposal should be widened to allow the Turkish Telecommunications Board to block access to any sites that question the principles of the secular system or
the unity of the Turkish state -a reference to websites with information on Kurdish guerilla movement in Turkey.

Several prominent Turkish journalists and writers, including last year's Nobel laureate Orhan Pamuk, have been tried for allegedly insulting Ataturk or for the crime of insulting "Turkishness".

Last month, Turkey blocked access to the popular video-sharing site YouTube after a complaint that some videos insulted Ataturk. The ban was lifted two days later.(EÜ)


"Media Watch Platform" to be Founded

A "media watch platform" will be established in Turkey with the
participation of experts, academics, journalists and NGO's. An initiative brought together participants last weekend. The platform will work on creating public awareness on media literacy.

BIA- A "media watch platform" will be established in Turkey with theparticipation of NGO's, academics and journalists.

To dwell on the issue, experts, journalists and NGO representatives havegathered together last weekend with the initiative of CommunicationResearch Association (İLAD) and Turkish Journalists' Association.

During the gathering, a founders committee has been established to
formulate the goals, functioning and working methods of the platform. Participants decided to proceed with a loose organization, which would enable various institutions to join the initiative.

İLAD chair Hıfzı Topuz presented a basic text based on a research on similar organizations abroad.

As a result, the platform will follow up the news media in the country and reveal unethical and faulty conduct to the public to raise awareness on media literacy.

Quoting French example of ACRIMED (Action Critique Médias) or international institutions like Media Watch Global, Topuz said: "News should cease to be treated as a commodity and we, as Turkish media workers, experts, academics must organize and accomplish this goal".

TGC chair Orhan Erinç welcomed the initiative and declared the
association's solidarity.

Same Case Two Courts Two Different Rulings

An Istanbul court condemns Cumhuriyet daily for quoting a main opposition party member's criticism about PM Erdogan while another court acquitted Radikal daily on the same allegations. Erdogan urged damages for being insulted by those remarks.

BIA- Two courts gave opposite rulings in two similar cases where two newspapers reported the same declaration by main opposition People's Republican Party (CHP) parliamentary group vice chair Haluk Koç about PM Erdoğan.

Cumhuriyet daily chief editor İbrahim Yıldız has been condemned to 23 months imprisonment by an Istanbul court, following PM Erdogan's complaint that Koç's speech included insult to his personality.

On another account, an Ankara court acquitted Radikal daily administrators on the same allegations.

Koç had said that PM Erdoğan "is twisting the facts" -in a less formal way-, criticizing the PM for not declaring his assets during a press conference, which was quoted by both newspapers.

The prosecution rejected PM Erdoğan's complaint about Haluk Koç.

But Şişli 2nd Court of First Instance condemned Cumhuriyet daily for quoting his words following the public prosecutor's demand. (EÖ/EÜ)
