10 March 2006 Media Release IFJ Calls for Immediate Release of Detained Turkmen Journalists The International Federation of Journalists today expressed concern about the fate of two Turkmen journalists working for Radio Free Europe/ Radio Liberty who have been arrested in mysterious circumstances and called for their immediate release. Meret Khommadov and Jumadurdy Ovezov were arrested on 7 March. The police have refused to explain the reason for their arrests and where they are located. “These arrests are deeply troubling,” said Oliver Money-Kyrle, IFJ Projects Director for the region. “We ask that they be immediately released and allowed to continue their work.” Meanwhile, RFE/RL has lost contact with all their other correspondents in the country. Contact is usually maintained by mobile phone for fear of attracting undue attention of the authorities. None of the correspondents have responded for eight days, despite the phone lines being in full working order. “Turkmenistan has a worrying reputation as one of the most oppressive countries in the world,” added Money-Kyrle. “Government control of media is absolute, arbitrary arrests are common place and independent journalism is not tolerated. In such circumstances we are obviously very fearful when journalists are suddenly detained without any apparent reason.” For further information contact the IFJ : +32 2 235 22 04 ...

To: IFEX Autolist (other news of interest) From: Association of Independent Electronic Media (ANEM), mediawatch@lists.opennet.org The following is an excerpt of the ANEM Weekly Media Update, February 28-March 7, 2006: ANEM WEEKLY MEDIA UPDATE February 28-March 7, 2006 B92 COMPLAINS AGAINST JOCIC BELGRADE, March 2, 2006 (B92) - B92 will make a complaint to the Public Information Commissioner Rodoljub Sabic against the Police Minister Dragan Jocic for refusing to provide the official note taken during the interrogation of Milorad Ulemek, the defendant in the murder case of the Serbian Prime Minister Zoran Djindjic, in the night of his surrender. Responding to the request for information of B92's investigative program Insider, Jocic admitted that the official note had been made; however, he could not provide it as long as the legal case was in process. However, the pokesperson of the District Court's Special Department in Belgrade Maja Kovacevic said the note was rather useless to the Court, since the Court dealt only with offenses under the indictment for murder of the Prime Minister. This means that Jocic's claim, that the content of the note could not be made public until the end of the legal proceedings against Ulemek, was untrue. B92 intends to do whatever it takes, within the the legal provisions, to inform the broad public of what Ulemek, Jocic and director of the Security Information Agency Rade Bulatovic talked about in the cabinet of the Police Minister that night. AUTHORITIES FLOUT THE LAW? BELGRADE, March 3, 2006 (Beta) - The Public Information Commissioner Rodoljub Sabic said that the authorities in Serbia violated the right of the citizens and media to information. Sabic maintained that there were 222 cases reported with alleged violation of the right to information by some state bodies. Sabic also said that neither of those cases was treated, adding that their copies had been forwarded to the Ministry of Culture and Media. "A great number of state bodies disrespect the legal right of citizens and media to obtain information of public interest, envisaged by the Free Access to Information Act. The citizens and media should stand up for the respect of their right to know and make an official complaint if somebody is violating it", said Sabic. ...

8 March 2006 Media Release Women in the News: Time to Crack Media Prejudice Says IFJ To mark International women’s day the International Federation of Journalists and the its regional branch the European Federation of Journalists are calling for fresh actions by unions and media organisations to end all forms of discrimination that stop women from getting to the top both in media and in professional organizations. “Despite the feminization of the profession, media houses and journalists unions remain male dominated,” said Pamela Morinière, IFJ Gender Rights Campaign Officer. “This is bad news for working conditions and for quality journalism. One cannot expect media to give a balanced picture of the world population when half of it is subject to willful discrimination, stereotype or institutional neglect”. The IFJ has welcomed the 2005 Global Media Monitoring Project (GMMP) initiative, organized by the World Association for Christian Communication and bringing together over 70 countries with hundreds of monitors coding almost 13,000 news stories on television, radio and in print. The 2005 GMMP indicates that while women stand for 52% of the world population, they only represent 21% of news subjects. The Project also shows that women’s points of views are rarely heard in the topics that dominate the news agenda and women experts barely feature in news stories. The European Federation of Journalists, the European branch of the IFJ has been working as part of a consortium to develop a video toolkit on gender stereotypes of women politicians and experts on television. “This toolkit will be extraordinarily useful in journalists’ schools and trainings to educate journalists on the need to provide fair portrayal of politicians in the news,” said Morinière. The IFJ says that journalists’ unions have a key role to play in prioritizing gender portrayal in their agenda. This subject should not be seen as a female topic but rather form part of mainstream discussions on quality journalism which involve both women and men. “There are a host of problems facing women - bullying, harassment, equal pay and parental leave – that also have an impact on the quality of men’s rights at work,” said Morinière. “Joint efforts to develop stronger gender councils must now be pushed forward through clear and concrete actions”. Media Release 2 March 2006 IFJ Condemns Attacks on Journalists in Belarus Election Fracas The International Federation of Journalists today condemned the Belarus authorities following a series of brutal assaults and detentions of journalists who were attempting to report the arrest of opposition candidate Alyaksandr Kazulin. Kazulin was trying to attend a meeting where President Lukashenko was due to speak when he was attacked and arrested by plain clothes policemen. Journalists who tried to film and report on the incident were set upon by security forces, severely beaten and several were detained. “This is a shocking violation of democratic rights”, said IFJ General Secretary Aidan White. “It is a grotesque assault on political rights made worse by the intimidation and violence used against journalists trying to do their job”. The IFJ says that the incident exposes how President Lukashenko tries to stifle opposition voices and manipulate the election in his own favour. Siarhei Pulsha, correspondent with BelaPAN News Agency and Dmitry Madorsky, a correspondent for Reuters were both taken to hospital having sustained severe head injuries. Aleh Ulevich, correspondent for Komsomolskaya Pravda in Belarus was also severely beaten. Journalists Siarhei Hryts, Vasil Fiedasienka, Yulia Darashkevich and Dzmitry Brushko were also detained at the Kastrychnitski City District Department of Minsk. The IFJ supports its member organization in Belarus, the Belarusian Association of Journalists, which issued a statement of protest. “This incident needs to be fully investigated and those responsible for the violence must be dealt with”, said White. IFJ Accuses Kenya of “Unspeakable Affront to Democracy” After Violent Raids on Media The International Federation of Journalists today called on the Kenyan authorities to apologise for violent attacks on media in Nairobi this week and to reassure journalists that there will be no more acts of intimidation and violence against reporters and media staff. “What we have seen is a brutal and violent assault on press freedom,” said Aidan White, IFJ General Secretary, commenting on Wednesday’s assault on the Nairobi offices of a newspaper and a television station. “It is an unspeakable affront to democracy when a government turns to violence to stifle the voice of its media critics.” Armed and masked police forces swooped on the offices and printworks of The Standard newspaper, confiscating and burning thousands of copies of the paper, and the Kenyan Television Network was raided and taken off the air for several hours. Computers and other equipment were taken away. Three Standard journalists were arrested before the police assault amidst government accusations of media incitement to racial hatred and fabrication of stories. However, the IFJ and other observers are convinced the attacks are more likely to be related to media coverage of recent corruption scandals which have rocked the government. The Standard in particular, has been critical of President Mwai Kibaki's handling of the scandals. “Here is a government desperate to avoid the spotlight of public concern over deeply embarrassing revelations of corruption in high places,” said White. “They have typically responded by trying to make media scapegoats for their own poor performance.” So far this year three government ministers have resigned after newspapers revealed the facts behind a corruption investigation. The IFJ rejected statements by Information Minister Mutahi Kagwe that the government remains committed to press freedom and from Internal Security Minister John Michuki that the aids on the Standard were designed to protect state security. “In a democracy you do not have hooded men carrying assault rifles breaking into the offices of a newspaper and a television station in the middle of the night and beating up journalists and other staff,” said White. “To talk of press freedom in such circumstances is grotesque.” He said the government must move quickly to restore public confidence. “There needs to be an urgent commitment to respect press rights, an apology to media about what has happened and an undertaking that police will never again trample over the rights of independent journalism,” he said. The arrested journalists, who have been charged with publishing alarming statements concerning the President, have been released on bail but the IFJ says the charges against them should be dropped immediately. MediaRelease 1March 2006 IFJ Condemns China’s “Brutal Vendetta” Against Independent Newspaper The International Federation of Journalists today accused the Chinese authorities of a “brutal vendetta” against independent journalism and media following the destruction of the offices of one of its leading critics.
“China’s authoritarian leaders are maintaining a systematic policy of intimidation and censorship directed against dissident voices and independent media, both inside and outside of the country," said Aidan White, IFJ General Secretary. “This latest vandalism is part of a brutal vendetta that cannot be tolerated”.
On 9 February, the home of the Paris manager of the Epoch Times which has supported a New Year Gala organised by the independent satellite channel NTDTV was broken into and all ticket receipts for the gala were stolen, but nothing else was touched. In addition, The Epoch Times in Malaysia has been blocked from publication due to the Chinese regime's interference and Epoch Times offices in Sydney and Toronto have received suspicious envelopes via mail that are suspected of containing toxic materials. The IFJ affiliate in Hong Kong, the Hong Kong Journalists Association, has joined the IFJ in calls for the international community to take speak out against the “dirty war” campaign being waged against the Epoch Times. “Since the end of 2004, Chinese Communist Party officials have hunted down the Epoch Times staff inside and outside mainland China, systematically confiscating newspapers, intimidating advertisers, and threatening the families of staff members,” said White. “This is a vicious witch-hunt aimed at crushing the voice of dissent.” The IFJ represents more than 500,000 journalists in over 110 countries ...
